What or which "Deep State" is your boogey man?  Your "It?"  Or is this boogeyman just what we used to see as slow bureaucracy?

Is it possible the Deep State is an ineffective, inefficient government that is too big, too layered, with poor processes and weak bureaucrats? 

The power attributed by many of the "Deep State" is mythological, a conspiracy of very efficient, effective bureaucrats, in olden times historically stereotyped as slow like turtles, but now creating and using well planned and executed processes, and exercising strength through numbers and secrecy never seen before in government.
