Mike Pence does not understand military pay will not stop even during a shutdown of the Government. How can he not know that? He DOES know it, but chooses to reach out to the military for support in HIS POLITCAL WARS. Bad idea.
Military pay continues in a government shutdown. PERIOD! The pay might be delayed, but our military will get every penny owed. Congress does not have the balls to not pay delayed pay, and never would consider not paying their / our military for obvious reasons. The military protects us and they carry guns!
For the military to NOT get back pay due to the delay of passing a budget, the Congress would have to PURPOSELY leave out their back pay in the budget they pass. That will NEVER happen. It is silly to even suggest it can happen.

Only once Congress acts. According to the Department of Defense, the military, along with "essential" civilians, will not be paid until funds are appropriated. Troops will continue to earn their paychecks but won't receive them unless and until a new spending bill that includes backpay is passed.
The 1.3 million uniformed military personnel will still be on duty and national security operations will continue. But paychecks will be further delayed if the shutdown lasts beyond Feb. 1, because pay is issued only twice a month, on the first and the 15th.

THE FACTS: The United States is not at risk of shutting down at all. Neither is the entire government, for that matter.
In a nutshell, a partial shutdown would mean that hundreds of thousands of federal workers would be idled, some national parks could close, and certain other services, deemed non-essential, would stop.
But the air traffic control system, food inspection, Medicare, veterans' health care and many other essential government programs would run as before. The Social Security Administration would continue to pay benefits and take applications. The Postal Service would run as usual, and the 1.3 million uniformed military personnel would still be on duty. National security operations would continue.
Whether they work through a partial shutdown or not, federal workers can't get paid during a lapse in funding. In the past, however, they have been repaid retroactively even if they were ordered to stay home."
